CLUB RULES

 

1.         That this Club shall be called “Portsmouth North End Cycling Club” and shall be affiliated to British Cycling, Cycling Time Trials, Portsmouth Track League and other bodies as shall be from time to time determined.

 

2.         That the object of the Club shall be the pastime and the sport of cycling, and the club colours shall be red, white and blue.

 

3.         Membership shall be open to all persons.  The family of a Senior 1st Claim member will be deemed associate members.

 

4.         The club will be lead by an elected Honorary President.

 

5.         An Executive Committee shall consist of Chairman, Vice Chairman, Secretary, Treasurer, Time Trial Secretary, Road and Track Secretary, Social Secretary, Captain, Procurement Officer, Membership Secretary, plus one member from the floor.

 

6.         The President and the officials of the Executive Committee are to be 1st Claim members and shall be elected by ballot of the members at the Annual General Meeting.

 

7.         The Committee shall have the power to decide all questions not provided for in these rules.

 

8.         The Chairman or Presiding Officer at any meeting shall have an extra or casting vote and shall have unlimited authority on every question of order.

 

9.         No member of the Executive Committee is to hold office or serve on a committee of any other cycling club.

 

10.       Any member of the Committee failing to attend three consecutive meetings without satisfactory explanation to the Committee shall be considered to have resigned their office.  The vacant office to be filled in accordance with Rule 7.

 

11.       In addition to the above, two Auditors, Social Committee, Mountain Bike Representative, Cyclo-Cross Representative and necessary Delegates, Timekeepers, Handicappers and a Trophy Steward are to be elected by ballot at the AGM.

 

12.       The Secretary shall keep an attendance record of Committee Meetings and Minutes.

 

13.       That the Club elected committee shall hold an open meeting on the first Monday of each month during the year.  The member from the floor participating at these meetings must be nominated.

 

14.       A Special Meeting [an ‘Extraordinary General Meeting’] may be called by a decision at a Committee meeting or by written application to the Secretary, signed by two members and approved by a Committee meeting.  All paid-up members are to be given 21 days’ written notice of the meeting.  A notice is also to be displayed on the club notice board.

 

15.       A prospective Club member must fill in an application form and present it with the appropriate fee to the Membership Secretary.  The application will be presented to the Committee for approval.  The subscriptions of all new members shall be valid for 12 months from joining.  Any member being 3 months in arrears with subscriptions shall be deemed to have left the Club.  In these circumstances no member may re-join the club within a 12 month period until all back subscriptions are paid in full.

 

16.       On ceasing membership all club property is to be returned to the Secretary.

 

17.       That 2nd Claim members are to be allowed to debate club matters at any meeting at the Chairman’s discretion, but have no power to vote or hold office.

 

18.       Members wishing to compete in CTT or BC events must be fully paid up before the date of their first event.

 

19.       All notices of motion and nominations for office for the agenda of AGM must be in the hands 28 days prior AGM.  Agendas are to be distributed to all paid-up members 14 days prior to the AGM.  Secretaries and Auditors reports to conform to the above.

 

20.       There must be a quorum (25%) of Club members present at AGMs and EGMs to action the matters of business.

 

21.       The Club may elect to Honorary Life Membership any member it wishes to honour, such election may be made at AGM after proper notice of motion.  Such Life Members shall be entitled to all privileges of membership.

 

22.       There shall be three Trustees of the Club in whom all property of the club be vested.  The Trustees are the Chairman, Secretary and Treasurer during their term of office.

 

23.       That no rules shall be amended or rescinded except at an AGM or Special Meeting [EGM] called for that purpose.

 

24.       That these Rules shall be printed and a copy supplied to every member and prominently displayed in the club room.

 

25.       A member resigning their 1st Claim membership of Portsmouth North End Cycling Club and wishing to become a 2nd Claim member shall re-apply for membership in the normal manner at the next meeting.  Subscription already paid shall be forfeited and a subscription paid on joining if successful.
